Skimming Bluet (Enallagma geminatum) is a small bluet species found at ponds and lakes with substantial vegetation. This species frequently perches on vegetation, including water lilies (Paulson, 2011) (Lam, 2004). In Maryland, Skimming Bluet is common and widespread, and it probably occurs in every county (Richard Orr's Dragonflies and Damselflies of Maryland and the District of Columbia).
