Holopogon phaeonotus is one of several similar species split from Holopogon guttulus by Martin in 1959. These small species are all rather similar, and perch on the tips of twigs and stems in a similar fashion to a Cerotainia, which have much longer antennae than Holopogon (Herschel Raney's RNA site; Norm Lavers' robber fly site).
