Status:

"These galls are caused by a species of midge in the genus Vitisiella. The genus needs revision, and this may be an undescribed species. They have nothing to do with phylloxerans, which are aphid-like insects (one of which does cause grape galls)." (Charley Eiseman via BugGuide)
